I recently bought a 1700+, GF4 Ti4600, 512MB DDR PC2100 CAS2 Mushkin, 300Watt, and a GF90 Monitor and installed Gentoo. I had these weird problems with the sides of the monitor not wanting to sync and bad flickering problems no matter what res or refresh rate I ran. I finally gave up thinking it had to be linux and my newer hardware. But just yesterday I got an MSI KT400, 430Watt Antec, 2100+, new DDR and am having the same problem in Windows XP. I used my new GF90 it did the same as the old GF90 and did the samething on my iiyama which was working fine on my 1.4GHz AMD, 384MB SDRAM, GF3 Ti200. So I figure hey let me use the GF3 out of the older computer and same problem. I have tried different combinations of parts and bios settings and nothing fixes it. It sorta works at 60Hz when I take off the refresh rate fix but the monitor is running within specs at all times. Weird resolutions work like 1360 but normal ones are a no go.
Only fix I have found so far is 1024x768 @ 100Hz which works perfect in games and windows. Games do work in higher resolutions with out the problem which is making this all the harder to fix. I am thinking about wiping it and going from scracth if I can't figure out something to do. Again I have used 3 different monitors, 3 different video cards (GF3, and two GF4s) new PSU, new CPU, new Ram and happens in both X and XP.
