Video stuttering

Ok so I've noticed on my tv recordings that playback is really choppy, so I've been trying to fix that for months now to no avail. Now I've noticed that the problem is not just with my recordings: it's with every piece of video on my machine. It seems that the stuttering gets worse depending on how high quality the video file is. I thought it might be some sort of temperature problem, since my passively cooled x800xl runs extremely hot. Am I wrong? Please help!
