Video stuttering problems...

I got my new rig setup (the one in my sig) and in games and the 3d benchmark tests, it keeps stuttering or stalling like once every 2 seconds or so, my FPS would be at 80 then drop to 20 real quick, then go back to 60+, the games i've tried were UT, Quake 1, and battlefield 1942, all the same results, i know this could be a number of things, so what's most likely causing that?

Make sure you have no apps running in the background. Two, I would upgrade (or downgrade) video drivers to see if it clears up.
