Video stutter during speed changes

I keep getting stutter during video playback whenever the CPU speed changes. I have Speedstep enabled. I don't remember having this issue before.

What could be causing this? Anything with the Win 10 Creator update?

Speedstep? What CPU is this? If It's as old as I think it is, you may need to disable speedster and leave that CPU at 100% in order to maintain adequate performance.

It's an Intel 4670K. It wasn't an issue before though (meaning about 6 months ago), so I'm not sure what's causing it. AMD video driver (running 18.3)? Win 10 Creator update?

I'm using the balanced profile.

So if you go to high performance can you confirm it doesn't happen? Out of curiosity, have you tried taking out your AMD card and seeing if the issue occurs with onboard graphics (trying both power profiles)?

Happened in high performance mode. Unfortunately I can't take out the AMD card because the card is watercooled, so not so easy to change.

Have you monitored your computer while this happens, with something like Hardware Info? Perhaps some of the reported info will lead you in the right direction.

Where exactly should I be looking in HWInfo?
From what I have experienced it happens when the CPU gets loaded and the clock speed (and I'm assuming voltage) changes.

Have you checked Task Manager to make sure something like Windows Update or a bad tab in Chrome/Firefox isn't hammering the CPU at the same time?

You put it on High Performance, which means no clock speed changes, and it still happened...

So it's probably not clock speed changes, but some sort of heavy momentary load.

I get a split-second glitch in Foobar2000 music playback once every 6-8 hours with my music jukebox PC running Windows 7. It's the only uer application running at the time.

I'm pretty sure it's the OS waking up some OS or vendor process or service to check for update, scan the network or drive, phone home, or do some housekeeping job. But since the blip is momentary it's pretty much impossible to track down.

I'm seriously thinking of switching to Linux for the jukebox, just for better control of what is running and when it runs, but Foobar2K does exactly what I want so I keep putting it off.
