Watch out for the PSU. My friend has a Dimension 8300 with a P4 2.6, but he has 512 RAM. I just recently set him up with a 9800 Pro, and it seems to be good so far. All he needs is another 512-1gb of RAM and he's good to go (for Oblivion and WoW, and some random RTSes).

Something like 6800 non ultra , 6600GT would be cheaper options. Otherwise X800GTO for $170 on Newegg or X800XL/6800GT/GS if he can find them cheap.

1 gig of ram is key too. Otherwise there is not much he can do with 2.66ghz on a dell mobo as far as I heard.
