Video questions

I want to take all my old VHS-C tapes and put them on a DVD. I thought about a ATI AIW 9700pro, but I still want my 2 monitors. I currently have a 4400ti. I was wondering if I add a TV card if I can do everthing the AIW can do? Do I loose any quality with this? Is there a better way and still have a TV tuner? What are some good PCI TV tuner cards? Thanks
