From even the boot screen, sometimes the video goes what I would describe as "wack." For any old school NES players, it was kinda like when your games graphics would go nuts during a game.

It does this at random, and sometimes the monitor's video makes that "changing resolution" noise and then I am unable to get back in. This is a brand new build and I got this problem during my first boot, and also after i installed the latest drivers. Could this be a sign of a bad video card, or something else? anyone ever had this problem? 7800GT

could be bad bios on vidcard (evga)
I have also heard some XFX have probs
no .inf file for monitor loaded - not mentioned by name in control panel - just default monitor
resolution not supported by mon - attempt to change Vfreq means something not doable
bad cable
incompatible drivers - I like the 77.77's
WHQL 81.98 came out yesterday
power sup not up to task (extra 12V on card)
bad ram
etc. etc.

you gave little info
yoiur screen description means nothing to me
you mean pixellated various color blocks?
