Video problems in GTA Vice City, please help

I have a very aggravating problem in GTA Vice City:

The graphics don't load fast enough....

I will be driving down the street and I hit something invisible, 5 seconds later a pole appears. It does the same thing will entire buildings. Also, most of the details on the buildings don't load, so there's a plain old white block, 5 seconds later the details appear.

I was on a mission where I was chasing a getaway car, the guy tried to cross the bridge but the bridge wasn't there and he fell right into the ocean. 5 seconds later the bridge appeared....

My comp is:

WinXP
xp2100 @ 2000mhz w/166 fsb
512 megs ddr 2700 (2x256)
Radeon 9500 pro
Epox nForce2 mobo

My settings are max detail, max draw distance @ 1024x768x32

What's the problem?

When I turned on the frame limiter I didn't notice an improvement, but I did notice that the game got blurry.

for some reason, mine is stuck in 640x480 video.... Im using a Radeon 9700 🙁
 
you might try win98 compatablity mode Achilles97, that worked for with the texture loading issue for me even with the framelimiter off. there is still a bit of popup here and there but nothing nearly as extreeme as what you decribed.

I am having the same problem. I've tried running win98 compatibility mode, but the game refuses to load. It gets to the loading screen with the bar and it stops about 3/4 of the way across. I've also tried Win2000 compat mode also to no avail. Hopefully Rockstar is aware of this huge bug and is working on a patch.
 
I don't use the frame limiter, and the slow texture loading was fixed when I updated my video drivers - Catalyst 3.4s. 😀

Cat 3.2 drivers

Everything looks amazing with the FPS cap off but I get the weird redraw problem once in a while. Things disapeear or dont redraw for a while. Especially when flying, its pretty bad then. But even normal play, a person may be walking very close like 20 feet away, and if I turn around and then turn back, he may be gone. Same with cars sometimes at certain 4 way big intersections. Its really odd. I was also driving a motorcycle and the screen didnt redraw and I was driving on a grey polygon slate, suddenly the wall drew in and I went flying off my bike 😛

I dont see the problems with the FPS cap on but it doesn't look as nice 🙁
I wish you could set the limit of the FPS cap to something not so low but not too high. Seems that it's capped around 30fps... which I don't like. I'd like to see around 50-60. O well, still looks 10x better then the PS2 version and it doesn't look that bad unless you have 2 machines side by side as a comparison.

I think I will try the Cat 3.4 drivers and see how it goes. I just hate testing all the apps and games I run to see if eerything is ok. GTA VC is the only thing I have any graphical issues with and with drivers I make it a rule that if it ain't broke....

I'll let you know if my driver upgrade fixes it. I'm going to do the clean install with cleaned registry too.
 
frame limiter = on = good...

i tried with it off and had crazy redraw and distance problems. all that for an extra 10 fps. Not worth it on this end.
