video problem with halflife in Win2K

I have just moved over from win98SE to win2k. I love the OS but so far I have been less that pleased with it's ability to fully support all my games. I'm running a GeForce 2mx using the latest 12.41 drivers. I can start halflife/cstrike just fine. However, when I start to play a game or go into the console the screen the refresh rate of my monitor goes to 60hz (or something worse). The size of the screen also shrinks by about 25% and the picture on the monitor becomes darker. When I hit "escape" to get back into the halflife menu I simply get a blank screen. However, I can hit "Q" and receive the option to quit halflife. So, even though I have a blank screen my computer must still be in the halflife menu, it's just that the menu isn't being displayed. I'm not sure if this is a known bug or not. I have been able to repeat the exact same thing on a laptop of mine that is also running win2k. Does anyone know how to solve this problem?
 
What causes this problem? Is there some sort of patch or "official" update that has been released to fix this?
