Video problem, need help

OK, so I just built my new rig.

E4300-no OC yet
Gigabyte P965-DS3
2x1GB Super Talent DDR2 667 RAM
Asus ATI x1950 pro

Nothing is overclocked at all.

My monitor is a Hanns 194D LCD.

My problem is that every now and then. Either when I get out of a game, or come back from the computer monitor shutting down(sleep or screen saver) the monitor is showing discoloration on a bunch of pixels. Looks like 5% of the screen in random spots all showing the wrong color like the pixel is out or something(or artifacting from video card).

Weird thing is, if I turn my monitor off then back on, it all goes away and works just fine.

Any Idea what this could be? Or what I could do to try to fix it? it doesn't happen every time, but it does happen a couple of times a day. I just built it yesterday and it has been up for 1 day so far.
