if that were in another place but NYC .. I would guess that the ppl figured since it was right out in the open, it must be his bike and he lost the lock key...

but it is NYC... and in NYC a person could have a heart attack durig rush hours and the majority of ppl would be pissed off if the guy hit the ground and blocked the path.
