Fairly simple. The kid was drunk and misjudged the speed of the cop car. He turned in front of the cop, who had the right of way, and paid dearly for it.

That said, the cop was going way to fast for the area he was in with no light or sirens.

Drunk + entering intersection when he didn't have the right of way = 70/30 the kids fault.

What the cop was actually doing at the time plays a big part into it as well.

But ~94 mph on public non-highway roads is also not safe either.

I would say 50:50 fault.

The driver would have assumed the oncoming car was going your average 30 mph rather than 90+ and had enough time to make the turn also.

I didn't watch the video, but I could see a case where there was a hill or curve preventing the left turners from seeing to far down the road. At over double the posted speed limit they may not have even had a chance to see him before they started the turn.

Although it is just as likely they were morons and knowingly turned into oncoming traffic because they were assholes or to impatient to wait an extra 3 seconds, its not like that doesn't happen every day. Hell, often people doing while shooting the finger.
