Video Playback problem, all formats

Ak, here is the problem.

Fresh install of Win98, ATI All-In-Wonder Radeon, Duron 1 Ghz, Asus A7N266C, 256 MB DDR 2100

When we run any kind of video playback, DVD, avi. It plays everything like 2X the normal speed, cant figure out whats the problem.
