I just put in a new ATI 9700 pro and my 3dmark went down 500 marks, I expected 2000 extra. what's the problem?

Try downloading new drivers from the manufacturer rather than using reference drivers. That usually solves a lot of things, though when installing new drivers I also recommend that you uninstall the drivers first, reboot then install new drivers ;)

Maybe you didn't get rid of all the old Nvidia drivers? Usually when I upgrade motherboards or video cards I do a freash install of the OS.

Wow, that really shouldn't be necessary for new video cards.. just do what Varsh said.

i've heard many stories from friends about moving from nvidia to ati or vice versa and having boatloads of problems with driver residue. i guess all these new features require much more complex drivers.

The problem is using the wrong software and possible the wrong driver to do the benchmark :)
