Video passing or jerking

When ever I play games like Nascar racing or Dirt track racing etc the video pauses or jerks during game play. Also I just installed a tv card made by leadtek and when I watch tv and look close I notice it doing the same thing. My system spec are as follows

P4 1.6
Gigabyte 8IRXP
ATI Radeon SDR 64 megs
512 megs of ram.
Windows XP

I was thinking that it was Windows XP or ATI card but a friend of mine has the same mother board, video card and is running XP. I intalled Nascar thunder and Nascar 2003 on his and it ran fine.

I have the lastest drivers from ATI .
Am I missing something? Does anyone have any ideas?
