Video out of sync with audio

I have a .wmv where the video lags behind the audio by ~ 4 seconds. I have tried running it on Windows Media Player, Quintessential, DivX Player, XnView and Real Player with no difference.

Is the sound running at a different fps than the video? How can I sync it?

BSPlayer has a function to adjust the audio lag during play. I used that to watch a movie with the same issue you're having.

I'm pretty sure that the audio and video have been encoded at different rates. It's an hour long video. At the beginning, the lag is about 0.1 seconds. At the 50 min. mark, it's about 6 seconds.

Is there a program that can let me encode it again with different rates?
