Video jitter playing UT2003 w/ new Leadtek Ti4400

Just got Leadtek's Ti4400 called the WinFast A250 TD. I'm noticing some things that seem odd.

Jitter: After playing online for a while I can get where my movement is like stutter-step.

Also, I'm not getting the speed I'd hoped for in "Holy Sheit" mode; I have to drop the res to 1024 and lose other details.

Also2, my LCD has a slow "refresh" (forgot the term). When I scroll anything, the image dims some. Is that the LCD? It did the same thing with my Matrox G550. Could that be slowing my game play?
 
Unreal Tournament is mostly memory bound with the "Holy Sh!t" settings. On just about any map with 8 or more players/bots, the system will chug even with 512MB of RAM. It will stutter like crazy. You can tell by the HD light going on an off indicating it's hitting the virtual memory. A good map to test it out on is Slaughterhouse with default bot count. With all settings max it will stutter like crazy in some areas. Thats why I got another 512MB of RAM for 1GB total. I can play with maxed out setting and it's still smooth.
