Video issues

Lately I have had issues with my video and display in general and I can't seem to diagnose the source. Both TV and DVD movies have issues with white balance. Games and the desktop all look great, but the tv (i have a leadtek PVR2000) and movies don't look good. The image is a bit grainy (which i expect for the tv) and both are generally dark with bright spots simply whited out. Glare on peoples skin in movies just looks bad. Any image with bright colors is just too much and you can see little to no definition and detail - red, for example, is just overwhelmingly red. It is quite frustrating because generally the display is too dark and bright spots are too bright. I have messed around with various color settings on the display, through the nvidia drivers, and both the tv and dvd programs, but nothing seems to work. I have learned that recently my local cable provider installed a singal amplifier near me. As a result, the signal I receive is near 22dB. The optimal is 0dB. This may account for the display issues with the image over my PVR2000 but not with movies in PowerDVD. The display is a dell 2005fpw.

The decoder I'm using is whatever is installed with PowerDVD v6. I don't recall having this issue on my previous windows installation with the same PowerDVD install.
 
Did you make sure to adjust your overlay color settings? Desktop color settings won't affect video programs unless they use something called the VMR (Video Mixing Renderer).
