video flagging on crt monitor

My Philips 20" crt monitor from time to time exhibits video flagging on some..not all scenes of wide screen letter box dvd movies. Full screen seems to be ok..the top 1/2" or so every now and then flaggs(bends). Anybody know what's going on? The monitor is less then a year old. 😕
