"video editing" video card for ~$120

Hey guys, sorry for the post, but I'm totally lost on this one. I'm making a system for my little brother, and he tells me that he does lots of "video editing" stuff with Adobe Premiere. He doesn't do much gaming, so I was wondering if anyone knew of a decent card (price range of $120) with the "video editing" type options. I thought that TV in/out would be useful, but like I said, I'm not really into video editing stuff so I don't really know what to look for (it seems most of the reviews I see are on gaming cards). I looked at the ATI and Matrox stuff, but I can't seem to choose, so any suggestions would be greatly appreaciated. Thanks ahead of time.

The ATI All in Wonder 7500 is a bit over your $120 mark (I paid $167 online), but it will do captures and output with Premiere.

Once the video card is installed and running, you have to re-install Premiere to get the card listed as a capture device.

The Pinnacle DC10+ capture card is in your price range. It has Composite video/S-video in and out. I bought the card last year for 100 bucks at Frys and I bought another on at Office Depot for $25 two months ago. Last box I guess cause the web site still had it listed for $100. Be careful though. I had problems running the card in a Via/Athlon based machine. Worked great in my Intel machine though.
