Video editing software to crop and censor, needed!! freeware preferred

I am looking for a video editing software for .avi and .mpeg files. I want to be able to crop the videos AND be able to censor out things like license plates, faces, etc whenever needed, and maybe even compress the final file.

Is there a free editor out there that can do this? I don't need anything fancy, this is the extent of what I will use the program for.
What is a good paid program for this as well?

Paid: I imagine Premier Elements, Sony Vegas, Ulead VideoStudio and Pinnacle Studio will all have some way to to what you ask. Vegas is the most advanced of those.

Free: Perhaps Windows Movie Maker...I dunno. All the popular freeware non-linear video editors I know of are Linux programs. You might be able to use Blender...but that's primarily a 3D rendering program.

Don't kid yourself. Many popular and commonly used linux programs have windows binaries. Non-linear video editors don't happen to fit in that list. To say "most" is patently false.

Have a look here and correlate the free editors with their respective OS support.
