video editing please help!!

I was wondering if anyone knew of a program that would let me cut an mpeg into little pieces. Then takes the pieces i want and connect them all back together as onempeg file. I am just learning how to use my aiw tv capture and i want to know how i can cut commercials out then recombine the good parts i want. If anyone has any idea please help.
