Video (driver) slowdown after shutdown

So the problem is that whenever I shutdown my computer, then load it back up, my drivers seem to get messed up. By messed up I mean that performance drops significantly (e.g. 3dmark06 fps drops from the 30s to the 10s). If I reinstall 93.71 drivers and restart, the problem is resolved. If I shutdown, then load up, the problem returns. This has happened several times in a row, and I was wondering how to fix the drivers for good, short of never turning off my computer.

I'm running WinXP x64. My motherboard is a Gigabyte 965 D3 rev1.3 and other info is in my sig. Thanks!

bump. Drivers seem to "revert" to lower performance after a shutdown. Reinstalling the 93.71s and restarting solves the problem again until a shutdown.
