"Video driver initialization failed" in Win2k?

My brother's friend decided to upgrade Win98 to Win2k yesterday and after it was done my brother called and said that Windows won't load and that a blue screen comes up after the Win2k splash screen that says "Video Driver Initialization Failed". Anyone know what the problem could be?
