Video doesn't work on computer

I have a friend who gave me his computer because he was complaining about his video not working. It will not boot into safe mode, or boot at all. I tried re-installing XP, and the video wont work even for that. I'm stuck, and I dont know what to do.
He has an Emachines computer with integrated video, and a PCI Radeon7000 installed as well.
Both video sources do not work.
Help please!

pull the pci out and see if the integrated video works.. if so, check the bios for disable onboard video...
