Video Corruption on boot (sometimes)

I built this system less than a month ago and this problem just started happening today. I've actually had the geforce 1070 in another build that I brought over to this 7700 K system (4.5 ghz, 16 gb 3200 mhz ram and msi z270 pro carbon)

Now, this isn't happening every time I boot and im noticing nothing strange within windows so far. Does it look like my videocard is beginning to have issues? I've only had it since November and its exhibited no problems until possibly now. Also, for the life of me I cant seem to figure out what this simple pci controller is. I've installed all the drivers available from MSI and updated windows to the new creation update and still it cant seem to find a driver for this guy... Whatever it is. I only have a videocard plugged into a pcie slot.

Need to install: Intel Management Engine Interface Driver. On the Asus website it is listed under chipset, referred to as ME. Test your memory first, one stick at a time. Then switch to the onboard graphics to see if the problem goes away.
 
Take out your graphics card and re-insert it. Sometimes bad connections make the graphics corrupt like that. Also try updating or downgrading your graphics card driver.
 
Try your other pci-express slot and see if you have the same problem.
Try a different cable.
Try onboard graphics and see if you experience the same issue.

Also, what power supply are you running?
