Video convertor that uses Nvidia Nvenc.

Nvenc is pretty shit (from my experience) even on whatever the highest quality option it offers. Its only real strong point is its relatively low overhead with capturing stuff in realtime (e.g. OBS) and even then if you have a decent enough CPU you may just be better off using x264 in that case. Quick Sync (if available) should be much better than Nvenc at least on haswell or newer.

Handbrake[1] is probably the easiest to use and offers x264 and Quick Sync (among others (different formats), but not nvenc). Aside from the reason above (capturing, which you already said you weren't doing) I can't think of a compelling reason to use Nvenc. If you did actually want to capture stuff with nvenc then OBS[2] is probably what you want to look into.

But video converters only use cuda, far as I know.

They're probably not very good either. As I said the only compelling reason to use nvenc is if you need the low latency and minimal overhead it provides (which would basically mean screen capture) and OBS[1] lists NVENC as an option if you want to use it. That being said my minimal experience with it is that it was shit and should be avoided.
