Video Conundrum Problem trying to upgrade video card

I have tried to install 2 new video cards each one a different brand with neither one working. I have tried an ATI 9200 and a Geforce FX 5200. In both cases after following the uninstall directions and removing the old video card drivers. I installed the new card and rebooted the PC. The monitor light goes green and the PC shows power. Then the monitor goes amber and stays in standby mode while the PC does nothing. Then about 2 minutes later the monitor comes on and the PC goes into the BIOS. When the screen lights up I see the CPU speed highlighted and the BIOS is asking to select a CPU speed. After setting the CPU speed and saving and rebooting nothing happens. Then the PC goes back into the BIOS again. My PC works fine with the older video card and boots right into windows. What can I do to fix this problem?

MoBo: Asus P4S333
Intel P4 1.6 Ghz Northwood
Memory Crucial 512 DDR 2700
Old video card ATI rage pro 128 32 Mb
OS: Windows 98se ( I hate XP)
APG 4x
AGP Aperture set at 128 Mb (for new card)
No onboard video
400 watt psu
bios ver 1007
latest agp drivers for SiS chipset

2. get like the nvidia destroyer program that removes all nvidia stuff, i know there is a ATI one too.. as for a link, i dunno off hand guru3d.net ???

Hmmm...disable "fast writes" if you can. Reset your BIOS to optimal defaults, save and quit. Then try to boot.

I have reset bios to defaults, I disabled fast writes and I still can't even get it to boot up with a new card it just stays in bios. oddly enought it boots fine with old card. :confused:

disable caching of video bios maybe? I don't think this is specific to a certain video card but can be for the individual driver. Seems if a program writes to a certain area (C0000h - C7FFFh) then it can cause problems.
