Video - Colored lines running through

When I watch something on say... Windows Media Player colored lines run through the screen. I'm not sure what is wrong. I recently changed from a 9800 Pro to a x700 Pro because my 9800 Pro died. This problem happens with all my video players.

All drivers, codecs, etc. are up to date?

Yes, I updated my drivers today. I played a small ocean wave animation I made in winamp video player, but it didn't have that problem. When I try to play videos in like VLC player, BS player, Windows they all give me the colored lines. I'm stumped.
