Video card with S-video out that actually fits to the TV screen?

I've tried a couple different options with this, and I either get black borders on the edge of the screen, or I get content going off the top and bottom of the screen so that you can't see things like the taskbar.

Anyone using a (preferrably affordable) video card where the TV out actually fits a TV corectly?
 
Overscanned _is_ "correct" for a TV set. Since you don't really want to see the uneven outer margins of the broadcast signal, TV set tubes are adjusted to have the image larger than the visible area.

That said, you can use a Radeon, and use the TV-out control panel to adjust screen size and position to your own likings - overscanned, w/ black border, or as spot on fullscreen as it gets on your particular TV set.
