antec sonata 3 500watt psu
2x 500gb hdd seagate/western digital

and my display Samsung T240HD 1920x1200res

looking to upgrade my video card
300-400 cdn thats the max i can spend

i was looking into the ati 4890xt and the gtx285
what do u guys think would be a good upgrade

Regardless of which card you chose, I'd be concerned about that power supply, Earthwatts 500 i assume, may leave you short with video upgrade.

Unless he ever plans to go SLI/Crossfire, I don't see a problem.
