video card troubles

this is an example of what happens when i scroll too fast on messageboards or websites without letting them load (seems like only dynamic content webpages), or when i try to play games like warcraft3, ut2003, etc.

the square in the 2nd pic is my mouse cursor... messed up.
sometimes it recovers like in the 3rd pic, but most of the time it doesn't, i have to hit reset

now, do you think this is the video card? or ram? or being underpowered? etc

here's my system:

ecs k7vta v3.1 motherboard
amd athlon xp 1800+

1 dimm 512mb pc2700 ddr, lifetime warrenty from memorymedia.com
gainward gf4 ti4200 64mb agp
creative sb audigy
wd 600bb 60gig 7200rpm 2mb cache
wd 800jb 80gig 7200rpm 8mb cache
lite-on 40x12x48 eide cdrw
pioneer 16x slot-load eide dvd-rom

i have an 80mm fan in the front and back of the case, and the p/s fan at the back. It is cool in this room also, so heat shouldn't be a problem.

my cpu is at 48 C right now, ambient case temp is 27 C

let me know what you think i should do...?
