What are my options for converting my 15-pin VGA signal into an analog output that can go to my TV, either by coaxial cable or by RCA-type connector? Or even S-video connection? I have heard of scan converters, but is there anything else that can do the trick? I want to play DVDs on my TV without having to buy an extra DVD player, since I already have one on my computer.

Get a TV in/out card(with emphasis on the out). Another option is to get a DVD decoder card, most I've seen have TV out.

Your best bet would be to get a DVD decoder card. They are reasonably priced, and hardware accelerated dvd is nice, allowing you to continue using your pc while a movie is playing. and since the card is made specifically for outputting dvd to tv the quality is superb. tv-out on video cards is a hit-or-miss situation at best.
