Recently my video cards been acting weird, such as before window loads, it gets chopped up into million pieces with different coloring.

ATI 9700 np

After window loads, everything is fine, went onto playing counter strike...

i can only get like 60fps. it'll go up and down from 100fps. I USED to get 100fps constant. I even tried uninstalling new driver to old drivers. From new 4.10 back down to 3.0 - 3.9. Nothing...still acts the same...wtf, i even tried reinstalling windows...and nothing..

any idea?
 
Test in another rig. If you still get the strange colors and poor performance, then I'd also agree with it being a video card hardware problem, and should be RMA'd.
