Video Card stopped working, yet works in other machines

I have a Dell 4550 with an ATI Radeon 9700 TX. The video stopped working all of a sudden, and just snow comes up on the monitor. I put that same card in another system, and it works fine. I put another card in the Dell 4550, and it works fine. How come this one card stopped working in this system, yet works in other systems? Any help is appreciated.
 
I guess it is low power because other cards will work in the AGP slot that do not take external power. What would make the power suddenly drop so that it does not work anymore?
