Video Card Problems, games are blocky.

I have an ati 9800 pro, and I have been having problems with it is several games lately. The aa and aniso are at 4x and 8x, and the problem I am having is that when I am playing games there is blockiness in some of them. What I mean by this is that the game looks like there are blocks that are shifted around, and when it goes to videos there is a line of the video that is playing in the black above (the videos are widescreen and the line is on top of the screen.) Any idea what might be causing this? I also have an ati tv wonder pro, could this be interfering with anything and causing this problem?
 
Yeah I updated to 3.10 cats when they came out, but was having the problem before. Oh and I meant ati tv wonder pro in my post not all in wonder... The card is at stock speeds.
 
Some older Direct3D applications react negatively to AF and/or AA being enabled. You can attempt to correct the problem by enabling alternate pixel centre in the control panel.

One of the games this is happening with is call of duty, I thought cod was opengl? It also does this with gta vice city, and for some reason the graphics in prince of persia have been fuzzy lately.

It sort of shifts the lines. And since installing the 3.10 cats I have been having another problem with cod, gonna go back to 3.9s but I the blockiness will still be there. With the 3.10s sometimes the screen will start to flicker and it turns the brightness way way down.

Do you have the ati drivers or the omegas? Cause I am using the ati drivers, maybe I should try omegas? Yeah and that fuzziness on pop is weird eh? It wasnt like that when I first installed the game.

No, I run COD with 16x performance AF and it works perfectly.

Your card could be defective and/or it could be a driver issue.
