video card problem

My video card is doing something very wierd. after i start my computer it just shows a lot of junk along with the information on the screen and those things are like small vertical lines moving around on the screen. and then it hangs when windows boots up. i used another video card, the computer does fine. I used this video in my other system and it does the same thing. So obviously it's the video card. But is there any solution to this? Is ther anyhting i did that might have cause it? I didn't over clock my computer or the video card. I don't think it happenned because of static because i was just booting up and it was going fine while showing all the bias information and then all of a sudden it started. I don't know how any static could it when i was just doing a normal boot up.
 
Sounds like it just died, sometimes things do that. no explanation or anything, just *poof*. hwat kind of card is it btw?
 
It's a crappy SAVAGE 4 32 MB, AGP 4x video card. The cheapest 32 MB card I could get on net. It's new so i have warranty on it. But just wanted to know if there is snyhting to prevent things like this.
