video card problem

i have a evga 6800gs co se, and for some reason if i connect the video cable to the card and power it on, the image will have artifacts, but if i power it down and restart it again then it will go away, pressing reset doesn't solve the problem. so basically if i disconnect the video cabel and connect it back it will have artifacting, but after powering off and on, it doesnt have any problems, could the video card be defective
 
Solution: Don't disconnect the video cable.

Is the monitor the 15" Viewsonic LCD in your sig, with VGA only and No DVI? Does it happen if you connect the monitor to another system? Does it happen with other monitors hooked up to this same video card? The issue does sound funny, but not a show-stopper.
 
so its more likely a problem with the monitor not the vid card right

edit; i just tried another monitor and it also has the problem, is this something worth returning to newegg, is it a serious problem
 
i have another question, what do they mean by refurbish, like why is it called refurbished, was used or something, and will refurbish work like new
