Video Card problem or ???

I received a call Sunday morning from a friend who was
getting nothing but black and white lines on her monitor.
This happened after she turned the power strip off and then back on while everything was plugged in and running. I had her boot into safe mode, remove the video card, and when she rebooted Windows detected the card and everything seemed fine.
This morning she called again and the same thing had happened. I'm going to check it tonight but would really appreciate any thoughts on what the most likely cause...or cure...would be. Thanks so much.
System is: ASUS K7M, Athlon 650, Matrix G400 dual-head video, 300 watt ps, running Windows 98SE.
 
Sounds like the video card is bad. You'll restart and the problem will seem to go away, but will only show up again later. Get a new video card.
