Video card problem or Motherboard problem - Please help figure this out!

Please help. The following are the events that I have encountered:

1. I'm still having "bios" screen problems - scrambled and not legible. All other screens are fine (Windows XP, install (blue) screens, and Seagate DiscWizard (dos-type) screens)

2. I was finally able to format the HDD by doing a Low Level Format using the Seagate DiscWizard.

3. Installed Windows XP MCE2005 BUT there are missing programs, such as Internet Explorer and can't connect to the internet. On a previous install (XP Pro) the internet was working fine.

4. Another strange thing is that the motherboard install CD is not accessible. Every time I click on 'Setup' a message window comes up stating ther is no CD in the drive. I was able to install the video card CD.

Questions -
1. Why am I not able to connect to the internet?
2. Why can't I access the motherboard CD?
3. Does the problems seem to be a video card problem or motherboard problem? What are the signs of a faulty video card? motherboard?
