Video card power connector not allowing PC to boot.

OK so basically I got my new ati 9800 pro aiw, put it in my system, plugged in the extra power connector, and the computer won't start. The fans spin for a split second and then then everything shuts off.

I actually read about a similar problem with the 9700 pro aiw, and instead, plugged the extra power connector in after a few seconds...then it works. In fact I played for maybe 4-5 hours worth of stuff yesterday and it was running fine only, but to my horror find it not be able to start up again this morning.

I have one optical drive, one hard drive, a P4 2.6ghz, no pci cards, 512 (2x256) RAM and a 250w PSU. 14amps on the 12V rail...is that the problem? Is there anyway to delay the circuit at startup or has anyone heard of similar problems and how to solve this?
 
Name brand PSU? You might just have to buy a new one, or check that the 9700 isn't sharing a line with a HD.
 
the 9800 is on its own line, I have a "HIPRO" 250W PSU. Would it really be the PSU's problem though if I can run it fine after startup? I'm getting by right now by not shutting down and just going through standby.
