Video Card performance and specific games

I've noticed on sites that do video card performance benchmarks using graphic-intensive games, some video cards clearly work better with certain games. I'm wondering if game manufacturers write to certain card specifications or does this happen more or less by accident? Also, is there any way to match certain game engines to particular graphic card chipsets? Thanks!
