Video card overheating?

The video card is a Volari V3 from Chaintech. It worked fine for a while, but it just stopped playing nice. Just running on 2d clockspeeds without any stress whatsoever, it freezes up as soon as it gets to windows. The computer doesn't stop responding, but the video does not update.

It runs fine in safemode, and I am using windows XP-32 home, fully updated.
There is a passive heatsink on the core only, and I don't know the clockspeeds that it is running on. Could it be anything other than overheating?

Can I underclock the videocard with anything that'll run in safemode?
 
So, I finally figured out the problem.

The V3 Volari doesn't work with anything short of AGP 3.0... Ridiculous, as it was originally intended for budget PC's....For people to cheap to buy a real card.
