Video Card or Monitor issues

I recently built a Windows Vista Ultimate 64 bit machine. Specs are as follows:

gigabyte GA-K8NXP-9
2x1GB pc3200 DDRAM
BFG6800Gt OC PCIe
Dell 1905FP Monitor
(other stuff not relevant ;) )

Ok, it is hard to explain what is happening when i view, since I know nothing about video cards, monitors or graphics.

But on certain pics, and on certain buttons it is like... well it is NOT pixelated. It is like it is tearing and jumping, in a fuzzy sort of manner... I dont know what it is called and i know I am not explaining it properly, sorry. And it is not the whole screen, just areas of the pics and corners of the buttons. This does not happen on ALL pics and buttons, just some.

I made sure I had the newest video card drivers.
There is no 64 bit drivers for the monitor. So, I tried the 64 bit drivers for the 1907FP monitor. Neither of these helped.

The settings are 75MHz refresh and 1280x1024 but changing them does not make a difference.

If I am leaving out any relevant info, let me know and I will provide it.

ummm... great.

So, suggestions?

is this a common thing? Is there an easy fix (like reseating the card, changing settings, etc) or is the card fubared and needs RMAing?
