Video Card or Monitor Bad - How can I tell?

Okay, i definitely have a problem with my monitor or video card. I can see enough, but colors, lines very distorted. If the OSD (on screen display to change size, etc) on my monitor looks like the right colors and is clear does that mean that m video card is bad? Thanks.

I don't have another monitor or another system anywhere near here. Is there a more simple solution?
