video card or mobo problem?

today I turned on my dell 8300. The monitor couldn't turn on. Basically there was no signal from video card (9800pro) to the monitor. I opened the case. The video card fan was spinning. I tried reseating everything, but no success. Is this a video card or motherboard problem?
 
Try Using A Diffrent Card or if your dell has it intergreated graphics. If You change it and it works then your card if bad. If nothing happens still its the mb is broken try to send it back to dell
 
Thanks! I called dell. They're coming to replace my mobo. Though I haven't tested another video card so I don't know which one is problematic.
 
Turned out it's the problem with ATI 9800pro, again. not mobo. This is the 2nd time it's replaced! ATi sucks!
