Video card or LCD dying?

Edit: It's my monitor that's dying. Restarting the monitor fixed the problem but will happen again.

What are the symptoms? Is it just the backlight going out, or is it something more?

afticacts--static-like blue dots and lines to be exact. happens in both 2d and 3d.
