Video card = loud!

I turned on my comp and something in it is loud as f, and I'm pretty sure it's my vid card (I know the sound levels of everything else in it). Is there anything I can use to control fan speed?

thats odd... mine quiets down as soon as it boots into windows

and stays quiet even during gaming so far....

Hmm maybe I'm just used to my old HP's 2x 80mm fans haha
