Video Card install problems

I'm trying to install a PCI video card on a computer, however the card does not work after it is installed and the system is booted up. There is no display.

The system requirements of the card are 250watts and a PCI 3.0 slot. The system has a 230watt PSU and only PCI 2.2 slots.

I'm getting the feeling this card will never work on this system.
 
What card are you trying to install? A 230W PSU isn't very much. You may need to upgrade.
 
I'm trying to install a ATI X1300 PCI onto a office computer because the user is trying to run auto cad. The old on-board video card is totally useless.

There are no AGP or PCI-express slots.

I think a new computer is in order.
