The Card Cooler installed with my old Ti-200, which was overclocked. It actually also helped getting my 1.6A beyond 2.2G for a full 2.6G stable speed. Unfortunately, their website is currently 404, the cached Google page is from nine days ago and they announced a site redesign...so they may be back soon.
The Card Cooler is dual-Sunnon fans that blow across the bottom and top of the card. However, it adds a considerable amount of noise to the box. You could grab one or two Panaflows and make one yourself, but your issue might be more simply resolved...
First make sure there is decent air flow in your case. Tie back all of your cables, and make sure air intakes aren't blocked. Your PSU is likely the only exhaust fan, and if it's a single 80mm fan it may not be drawing enough air up out of the case. Or if you have an Antec SmartPower, the fans may not be spinning at all (until the case temperature reaches a certain point), which wouldn't help airflow at all.
If the slot directly below the videocard is occupied, the fan probably has just a smidgeon of space to draw air thru...try relocating the card to another slot so there's plenty of room for the videocard fan.
You could also consider a case fan positioned at the videocard level. You might have to dremel a hole if you don't already have one, but it will allow outside air to be blown directly toward the card.
